Ned Schwing said in his reference book within the Model 1890 & 1906 that Winchester started evidence marking them in 1908… I don't know if that's correct, but will suppose that it's. The “WP” evidence mark was used once the barrel and receiver were being mated, assembled and concluded. This is very obvious on the firearms made during the late teens via early 30s once the blue flaked (popped) off once the proof was struck about the receiver frame.
